Mr. Tom Coleman was appointed General Manager of Rowland Water District in December 2014 after serving as the District’s Assistant General Manager. He reports directly to the Board of Directors and provides leadership and direction to the team of 26 hard-working professionals. Setting an example in his field, Mr. Coleman is personally committed to building Rowland Water District’s position as a best in class organization and maintaining its impact as a leader in the region.

Piret has been the General Manager of Scotts Valley Water District since July of 2013. Prior to that, she carried the role of a Business Manager at Santa Cruz Water Department overseeing strategic planning, rate design analysis, operations and capital improvement program budgets, and succession planning efforts. She has an undergraduate degree in Civil Engineering with a major in Water and Wastewater from Tallinn University of Technology, supplemented by a graduate degree in International Business Administration. Piret serves on the Board of the Regional Water Management Foundation (RWMF), is a member of the Santa Cruz IRWM Steering Committee, and actively participates in ACWA efforts and events. She is also the Associate Director of the Bay Federal Credit Union Board and past Board member of the Leadership Santa Cruz County civic program. She is driven and focused on leading the change to higher productivity and innovation at the water agency in her community by harnessing the spirit of collaboration and encouraging ‘outside of the box’ thinking.

Mr. Greg Galindo has been serving as General Manager for the La Puente Valley County Water District (LPVCWD) since January 2008 and has over 22 years of experience working in the water industry. Before his time with LPVCWD he held the position of Quality Assurance Manager with Suburban Water Systems and prior to that was the Water Systems Supervisor for the Monte Vista Water District. Mr. Galindo has worked for different types of water agencies over the years; including three Special Districts a Mutual Water Company and an Investor Owned Utility. He holds a State of California Grade 4 Operator Certification in both Treatment and Distribution and an AWWA Cross Control Specialist certification. Mr. Galindo currently serves on the Association of California Water Agencies Region 8 Board of Directors; as the Treasurer of the San Gabriel Valley Water Association and as an advisory member of the Main San Gabriel Basin Watermaster’s Administrative, Finance and Basin Water Management Committees.

General Manager of the Byron-Bethany Irrigation District (BBID), a multi-county special district serving portions of Alameda, Contra Costa and San Joaquin County. BBID serves agricultural and municipal water throughout four service areas, including serving as a wholesaler to the City of Tracy and the community of Mountain House in San Joaquin County.
Mr. Gilmore currently serves as President of the Association of California Water Agencies (ACWA) / Health Benefits Authority, a joint powers authority providing health benefits to approximately 350 member agencies, with approximately 10,000 plan participants; which has recently merged with the Joint Powers Insurance Authority. In addition to serving on numerous ACWA committees, Gilmore served on the Board of Directors of the Association of California Water Agencies, a consortium of 450 member agencies from 2008-2011; he is a Director of the San Luis & Delta-Mendota Water Authority, a joint powers authority established in 1992 comprised of 29 member agencies representing approximately 2,100,000 acres within the western San Joaquin Valley, San Benito and Santa Clara counties.
He is past General Manager of the Plain View Water District, in which he orchestrated the consolidation with BBID in 2004. Gilmore is the General Manager of the Byron Sanitary District (BSD); and, is Executive Director of the Byron Bethany Joint Powers Authority and the Byron Bethany Public Finance Authority. His progressive approach to modernize public agencies brought the plan, execution and completion of the multi-million dollar Waste Water Treatment Plant rehabilitation for the Byron Sanitary District. Additionally, Rick serves on both the San Joaquin County Water Advisory Commission and the East County Water Management Association.

Brian Macy, Associate Director
Brian Macy, P.E., is formerly the Assistant General Manager at Elsinore Valley Municipal Water District, where he planned, directed and managed the Water Resources, Engineering and Operations divisions, developed policy, and provided executive support to the General Manager.
Prior to joining EVMWD in November 2018, Brian was General Manager of the Indio Water Authority, the water utility for Coachella Valley’s largest city, for five years. In this role, Brian reported to the City Manager/Executive Director and the Board of Directors while leading IWA’s workforce, overseeing a $20 million operating budget, and managing policies, operations and strategic initiatives. During his tenure, Brian led a transformational shift in making the organization more customer-centric by implementing innovative projects and systems to better serve ratepayers and save money, including a budget-tiered rate structure, conservation programs, advanced metering infrastructure, a web portal for payments and information, chromium-6 compliance, and recycled water development.
Brian is actively involved in regional groundwater and natural resource management in the Coachella Valley and is a board member of the California Utility Executive Management Association. He has over 20 years of experience in civil and water resources engineering and water utility management; prior to his work with IWA, Brian was a consulting engineer and project manager in Ohio. He is a Registered Professional Civil Engineer in the State of California and received his B.S. in Civil Engineering from Ohio Northern University.

Ms. Rudock joined the MPWD as a contract manager in September 2012. She was appointed by the Board as General Manager in December 2012. Ms. Rudock is responsible for managing the day-to-day operations and activities of the MPWD. Her professional career spans 27 years dedicated to public service, including water and wastewater operations, public works operations, airports administration, and parks and recreation operations, including open space preservation, in California and Louisiana.

Andy joined the ACWA/JPIA in January 1990 as the Finance Manager and in 1993 he too added the duties of Assistant General Manager to his responsibilities. In 1995 he was promoted to Chief Financial Officer. During the last 20 plus years, Andy has been in charge of the “numbers” at the JPIA. He has made sure that budgets were balanced and kept track of deposit premiums, expenses, and claims costs to ensure that everyone shared fairly in their part of this organization. He also spent some time managing the Claims Department where he worked on helping to negotiate some of the JPIA’s more complex claims. Most recently he took on managing the Risk Management Department as part of his duties. There he worked with the staff to mitigate the members’ exposure to potential losses. During all that time, he gained a deeper understanding and appreciation for the significance of this organization to its members. Most recently, Andy has made numerous personal visits to members throughout the state. On these visits he has been able to speak directly with board members and executive staff to get a better understanding of their needs, circumstances, and constraints.

Michael P. Busch joined Urban Futures following a successful career in municipal government. Mr. Busch is the firm owner and serves as the Chief Executive Officer managing day-to-day operations. Mr. Busch’s background consists primarily of Assistant and Deputy City Manager, Chief Financial Officer and Project Manager positions. As such, he has extensive experience in Strategic Planning, Municipal Finance, Economic Development and project implementation. Under his current role and a municipal advisor, Mr. Busch has assisted dozens of agencies with the issuance of over $2 billion in tax exempt debt offerings and implementation of several economic development and infrastructure projects. Because of his unique experience in the public and private sector, Mr. Busch utilizes his experience in the areas of municipal finance and management to assist client agencies with the successful development and implementation of capital planning, developer negotiations, fiscal restructuring and forecasting, as well as capital project implementation.

W. David Byrum, P.E. is President, Principal Engineer in Charge and Company Representative for projects we undertake in California. Mr. Byrum joined Civiltec in 1992 has extensive design and project management experience since 1979 on numerous municipal and special district water system projects, and is now serving as City Utility Engineer or District Engineer in charge of various aspects of municipal and water engineering for the several cities and water districts in southern California. Mr. Byrum has been responsible for design and construction management of steel and concrete reservoirs, booster pump stations, pipelines, treatment plants and wells since 1984. Mr. Byrum is responsible for overall supervision of design, coordination of work assignments, successful completion of projects, and attendance at critical meetings with our clients. Mr. Byrum also has vast experience as Construction Manager for all types of water system and public works projects. Mr. Byrum is responsible for field coordination activities, attendance at critical meetings, supervision of inspection personnel, and management of contractor submittals, change orders, pay estimates and overall schedule and field coordination of work.
